It is important that the major outstanding content deserve the attention of the Argentineans. So who have been working on the development of a new Broadcasting Act note that today we see a time when a citizenry that bind to the theme and the firm decision to move in that direction exhibited by the national government. A new law is an indispensable instrument to address the public design that puts us ahead of what communications should be modern and democratic society.
The current law is another hoary legacy of dictatorship and authoritarian doctrine bears his imprint, which was evident from the original conformation of the competition authority to regulate content. Moreover, it has a balance between law and technology, it provides Internet, cable, frequency modulation, satellite, HDTV and digitization, and lacks a public defender instance user, not contemplated as part of the communications world.
Broadcasting is more than a market space, so the State must ensure that the business model does not prevail over the private community or nonprofit. Also, a law governing this vast space should naturally consider proposals for the various sectors, such as the Coalition and its 21 points, the entrepreneurs and workers in the world of the media, universities, unions, movements originating community radio stations, provincial authorities, and so on.
During the government of Nestor Kirchner, prefigured by the Congress a bill that included such consensus, but the situation was far from today. We are confident that today you can incorporate innovative looks.
To draft a new law, a key issue is to make a proper interpretation from the philosophy and administrative law. You can not raise the communication model from an exclusively liberal, such as the subsidiarity of the state. Ideological axes have to be anchored in respect for human rights and cultural diversity and informative. Therefore, among the most important issues should be regular regional production, respect for the users, limits the potential audience in areas of primary coverage, diversity, information and entertainment, the role of the means of governance, regional and social accessibility to information and the concentration of licenses. It is also appropriate to establish a bidirectional concept of regulating the duties of the issuer and the rights of the recipient.
A significant advance in freedom of expression would be to create an Ombudsman. Its role should be to protect the users in that sort of virtual contract established between them and the media. Specifically inhibited from acting on the contents, the ombudsman should be involved, for example, when the timetables are violated when the schedule is violated child protection or discrimination are facts.
Exercise should also recover the administrator of the state in the radio spectrum. You should not forget that radio frequencies are not the property of any licensee, but a heritage of humanity and social construction of the Argentine people, the state, in some cases, the method gives in use of private management. As a philosophy of law, should be established management modes means that the current law does not provide. These should be public, private for-profit and private non-profit. But it must also be room for self-management tools, such as universities. Spectrum should be reserved for each.
Broadcasting is not just a place to do business: it is a way of linking people and is an exercise of the human right of communication. While the revisions to the law of the dictatorship are insufficient, it is notable that during the administration of Néstor Kirchner was a major advance: the Congress won the amendment of Article 45 and thus opened the spectrum to non-commercial and social capital .
The passage of a new Broadcasting Act is a debt that must be paid off. This is not to respond to a temporary situation, but to develop a standard rational, just, united and democratic, with which all Argentines can assert their rights and fulfill their obligations.

You can now access the largest collection of cultural information in electronic format by the first time in the country: the Cultural Information System of Argentina (SINC), a new electronic cultural management tool, with the most complete information about the culture of our country, free and constantly updated.
The main objective SInCA is how to reverse a historical lack: the lack of reliable data on the culture that allow, among other things, to draw public policies that respond to the needs of each region, open consultations of citizens and cultural managers, providing sources of information to researchers and students, establish relationships between the cultural and socio-demographic variables and to promote dialogue between state agencies, social, cultural, business and politics.
As the search through the data is SInCA default, each user can build your own journey across the variables you want. And also, through a simple form, those who consult the site can provide data that will be included after validation.
This comprehensive overview of the culture of Argentina is composed of four areas:
The cultural map is an interactive mapping to select and compare cultural and socio-demographic information simultaneously in a given territory that includes the 23 provinces of Argentina, Buenos Aires City, and also about the Great Buenos Aires and each of the districts of the City of Buenos Aires.
The area of cultural statistics provides information on the cultural industries and their contribution to the economy and employment generation in the country. In this way, you can view charts and graphs about movies, newspapers, books, music, advertising, magazines, TV, video, cultural trade and cultural employment.
Cultural governance section provides, first, all existing cultural legislation at the provincial and national level (with a search laws by subject, number, state or type of law) and other updated information on budget and infrastructure in the areas of culture of the provinces and the nation. In addition to a form of cultural programs with nearly 300 entries.

The Government works in the formation of advisory groups to define issues and goals that include the digital agenda, which will use axle of technological tools for social inclusion.
"The digital agenda is the path we started to walk in these days," said the director of the National Office of Information Technology (ONTI), Elida Rodriguez, who reported that they began the first creation of working groups, with private sector participation and citizenship.
Secretary of Public Management, Juan Manuel Abal Medina, emphasized that the goal of President Cristina Fernandez de Kirchner is that the digital agenda and e-government are "tools" should "reduce inequalities and deepen."
Abal Medina spoke Wednesday in the e-government seminar held in the auditorium of the Banco de la Nacion Argentina, where ONTI discussed the progress made by that office and other offices of the national public administration and decentralized agencies.
Also there were cases of Tucumán, the University of La Punta in San Luis, the municipalities of Rafaela (Santa Fe), Mendoza (capital), Rivadavia (Buenos Aires), and the development made in the Federal Public Revenue Administration.
Rodriguez acknowledged the agency Telam that "there is a long way to go" in e-government, since only 10% of the country's municipalities have a website.
"But many of us are carrying out projects and this is an activity that requires collaboration, no one is saved alone, and the heroes were in Hollywood," he said.
In this context stresses the creation of the special committee under the Federal Civil Service Council and the ongoing work of IT managers that brings together all national government offices.
According to Rodriguez, the target for the next two years is that the citizen has a single point of access to any process that has to do in relation to the State is a national, provincial or municipal level and no matter how many or which agencies involved.
A concrete example of the advantages of having a single window offered him employment registration procedure by which an employer was required before attending seven different offices to notify the incorporation of a worker, though now through a single procedure that is distributed electronically seven offices.
