SOYBEANS: the creation of the Solidarity Federal
Federal Building Solidarity Fund announced yesterday by President Cristina Fernandez de Kirchner, was formalized today by Decree 206 published in the Official Gazette.
The fund provides for the partnership to the provinces and municipalities 30 percent of the amounts that the State received in respect of export duties on soybeans in all its varieties and their derivatives, as the text.
The money will be distributed by the National Bank "automatically" and "daily" and is intended to work for social infrastructure, housing, schools and sewers, among other works.
The decree is signed by President Fernandez de Kirchner, the head of Cabinet of Ministers, Sergio Massa, the owner of Federal Planning, Julio De Vido, Production, Debora Giorgi, Foreign Minister Jorge Triana, Work, Carlos Tomada and Economy, Carlos Fernández.
Also signed by Ministers of Education, John Tedesco, Social Development, Alicia Kirchner; of Interior, Florencio Randazzo, Health, Graciela Ocaña, Science, Technology and Productive Innovation Lino Barañao, and Defense Minister Nilda Garre.
According to the text, "the provinces to express their adherence to the measure and prove beneficiaries must establish a system of automatic distribution to their municipalities derive the corresponding amounts in proportion similar to what they intended the federal tax revenue sharing."
"Such proportionality can never mean a deal less than 30 percent of total funds allocated to the province," said the decree.
Also planned is the need for both the provinces and the executive branch to establish mechanisms for control of these funds.
